Distributed Operations
VSO operates as a geographically distributed organization. We do not store or process audit data centrally—records stay with the implementing organization, and any third party can verify them from the records, their Merkle proofs and external anchors (for example an RFC 3161 time-stamping authority or a public blockchain). The secretariat functions are lightweight and relocatable, with no physical security requirements for data custody.
Hokuto AI Research Office
Established July 6, 2026
Located in Hokuto City, Yamanashi Prefecture, Japan — on the southern foothills of the Yatsugatake mountains, about two hours from central Tokyo. This research office focuses on long-horizon technical foundations: verifiable logging architectures, post-quantum migration (ML-DSA / FIPS 204), conformance-testing methodology, and VAP domain profiles. All research outputs feed open specifications.
