VSO as a Distributed Standards Organization

Declaration

VeritasChain Standards Organization (VSO) hereby formally declares that it operates as a distributed standards organization and does not maintain a permanent physical headquarters.

VSO is intentionally designed without a centralized physical HQ in order to align its organizational structure with the principles of neutrality, resilience, and verifiability required of an international technical standards body.

Rationale

International standards development is inherently global and collaborative. Centralizing authority, data, or decision-making within a single physical location introduces unnecessary operational, security, and continuity risks.

Accordingly, VSO adopts a distributed organizational model in which standards development, review, and governance are conducted through verifiable processes rather than physical presence.

What VSO Does Not Do

Under this model, VSO does not:

  • designate any physical location as a global or regional headquarters
  • rely on a single office for core governance, decision-making, or evidence management
  • treat physical office infrastructure as a trust or security boundary

Physical premises are not used as a basis for asserting organizational integrity or compliance.

Secretariat and Liaison Offices

VSO may maintain administrative, secretariat, or liaison offices for limited purposes such as:

  • coordination and communication
  • correspondence and postal services
  • meetings and external engagement

These offices are intentionally lightweight, non-exclusive, and relocatable, and they do not perform core technical, audit, or data custodial functions.

Trust in VSO's work is derived from transparent specifications, verifiable processes, and open review — not from physical premises or centralized control.
